Stain soaks in and wears gradually. Paint sits on top, gives you more colour choice, and shows wear at the edges sooner. Either way the old finish has to come off, the boards get sanded, and the wood has to be dry enough to accept the new one. Staining damp boards is the most common way a deck job fails.
